B9 (T2 in the release readiness plan).

The owner picked 14 hidden commands to promote: "every ON command except the debug and remote ones". The unified stage (#1013) retired five of them before this change:

  • rotate-layout
  • normalize-layout
  • hard-normalize-layout
  • attach-detached-to-grid
  • attach-all-detached-for-tab

The nine that remain lose pickerVisibility: 'advanced':

Every one stays executable by keybinding and menu, as before. The tier only controls list noise.

Tests

  • taxonomy.test.ts adds the nine to its default-tier list, with the decision and Unified stage layout: one workspace of lanes, rows and a session pool #1013's retirements in a comment. Fail-first: with the source change reverted, "keeps daily reversible actions in the default tier" fails.
  • Its "stays advanced" case pinned three commands the owner has now promoted. It now pins four commands that were not in the pick: undo-rewind, enable-orchestration-mcp, enable-workflow-mcp and toggle-tail-working.
  • Command-palette, settings and workspace-commands suites: 285/285. npx tsc -b is clean.

Review nits on #1046. These commands are in the default picker now, so
their text is read by everyone rather than by whoever went looking:

- Auto-follow All Visible Agents described its scope in terms of single
  dispatch, tiled and grid layouts, all retired by #992/#1013.
- Switch Agents to Another Provider… named Claude, Codex and OpenCode
  only; the modal builds its destinations from each provider's declared
  switch targets, which include Grok.
- The taxonomy comment justified the promotion with a class-wide claim
  about per-agent MCP toggles, which the same test contradicts four
  lines below by pinning orchestration and workflow MCP as advanced. The
  operative rule is the owner's pick.
